Balfour Beatty Construction Scottish and Southern Ltd

In selecting Balfour Beatty Construction Scottish and Southern Ltd as winners of the 2011 Sir George Earle Trophy, the panel was particularly impressed at the way in which the company was stepping up to the challenge of delivering the corporate Balfour Beatty goal of "Zero harm" by 2012 - but in its own way.

The panel was swayed in that judgement by the strong and creative approach developed by the company's senior management team. This included the intensive training of board members, high-level focus on priority risks, regular review of all significant incidents and the commitment to "make safety personal" by delivering visible, felt leadership at site level, ensuring that they always "walked the talk" on site and engaged closely in dialogue with employees, as well as with senior managers in supply chain companies.

The panel noted the way foremen and supervisors were engaged in regular safety co-ordination meetings as well as i inspection and in the investigation of all incidents. It commended not only the way that safety representatives were pulled into practical problem-solving activities but also the company's policy of valuing and acting on ideas from the workforce and its overall approach, which was not to punish or to stigmatise but always to encourage behaviour change by entering into dialogue and by celebrating success.

Martin Isles

For over 35 years Martin Isles, a geologist by profession, has made an outstanding contribution to health and safety in the quarrying and mineral products sector. In his current role as director of health and safety for the Mineral Products Association (MPA) and also as President of the Institute of Quarrying, he has been at the forefront of the sector's UK, European and international interests in health and safety, driving continuous improvement for all engaged in or affected by the industry.

He is MPA's policy and practice lead on a number of influential UK and European bodies. In 2000, at the behest of the chair of the then Health and Safety Commission, Martin signed the voluntary "Hard Target" pledge on behalf of the Quarry Products Association (the forerunner of MPA). In the following 10 years, he was at the centre of inculcating a common culture among the QPA's members for continuous improvement in health and safety performance; the sharing of good practice and incident information; and spurring the raising of standards of behavioural safety and worker involvement.

In 2005, Martin oversaw the creation and launching of www.safequarry.com which he has directed and developed since then. This website is now recognised across Europe as the Industry's primary focus for health and safety, hosting among its many features, output from MPA's annual Awards Scheme which Martin has directed since 1996. In 2009, Martin introduced the novel 'Safer by Design' initiative seeking to improve the designed-in safety of the industry's mobile equipment, by working with the manufacturers, standards-makers and regulators. 'Safer by Design' has since developed global recognition.

Martin is currently at the centre of the MPA's drive towards a fully competency-assured industry, driving the development of other new "safer by" initiatives in 2010.

Martin's contribution to saving lives and reducing injuries in the UK minerals sector is shown by the 83 per cent reduction in reportable injuries he oversaw between 2000-2009. He expresses total commitment to the overarching aim of Zero Harm, being impartial, objective and interacting with people at all levels with enthusiasm, confidence and integrity.

Professor Colin Mackay

Professor Colin Mackay is one of the leading applied practitioner psychologists within occupational health and safety in the UK and internationally.

His original and innovative studies on work-related stress led to the development of HSE's Stress Management Standards, launched in 2004. The standards are at the leading edge of work-related stress management practice throughout Europe. This was, and is, truly pioneering work in this field, an issue which costs UK Plc £3billion per year. Since the management standards were launched, the number of days lost to work-related stress has fallen from almost 13 million to 9.8 million.

Over the last 31 years, Colin has made significant contributions to occupational health and safety through developing scientific knowledge in such diverse areas as risk perception, work-related upper limb disorders and shift work/long hours. He held an associate chair in psychology at the University of Nottingham and continues to contribute to its academic programmes.

He has a unique ability to apply psychological and scientific knowledge in delivering practical and creative improvements, encouraging and instigating research into the role psychosocial factors play in the causes of work-related ill health.

Colin has written many scientific papers and has an established track record as researcher and innovator in psychology, having had a significant impact on academic thinking among his peers worldwide. His commitment, determination and focus have been and remain an inspiration to all those who work with him.

Steve Sumner OBE

For over thirty years Steve Sumner has been influential in developing the regulation and management of health and safety within local authorities. Starting his career as a local authority inspector, he went on to work for the HSE's Local Authority Unit, where he helped develop the lead authority partnership scheme for large multi-outlet organisations.

From 2001 until recently, as adviser to the Local Government Employers organisation, Steve has led the way on national health and safety strategy and policy for this sector. In particular, he has championed occupational health and wellbeing at work, where key areas of success include improved sickness absence management and the management of work-related stress, developing and piloting the HSE's stress management standards. His efforts have helped ensure sickness absence in the sector, particularly long-term absence due to stress, is at its lowest level since national data were first collated.

Steve has also been a researcher, writer and lecturer on a wide range of subjects, including asbestos, slips and trips, prevention of violence to staff and sentencing for corporate manslaughter. In recognition of his contributions, Steve was awarded the OBE in 2006.

The Local Government Group response to the Lord Young Review was part of his recent work, and he has developed close links with many other employer bodies, including the EEF, ENA and CBI.

Through difficult economic times and adverse publicity about poor risk management decisions, he has stood up consistently for local government. As a result of his work, Steve has had a profound and positive effect on the lives of hundreds of thousands of public sector employees, helping secure the benefits of sensible management of health and safety at work.
