Linking together two key areas of safety management (road and occupational safety) RoSPA is able to provide a unique form of consultancy to assist with occupational road risk. Many employees spend a great deal of time behind the wheel and effectively controlling the risks to which they are exposed is essential. RoSPA has taken the lead in developing an approach to managing risks on the road.

The MORR™ Review is a new consultancy service from RoSPA, designed to analyse accident costs within organisations and to generate effective recommendations. The main aims of the services are to:

  • identify the size of accident costs within the organisation
  • identify and set the standard
  • measure company performance against the standard and set recommendations

The review will focus on:

  • The current performance of your fleet
  • The creation of an appropriate vehicle safety policy
  • Resource requirement to implement the systems
  • Planning, setting, measuring and monitoring standards
  • Appropriate interventions to reduce risk and improve effectiveness
  • Vehicle selection and use
  • Operating efficiency
  • Accident and incident reporting procedures

The RoSPA report will provide you with a step-by-step approach to an effective and lasting programme for the management of occupational road risk within your organisation. The service will also identify key procedures that, once implemented, should help to lower insurance costs. The Initial Status Review is based on the HSE’s ‘5 Steps Approach’ to health and safety management.

The 5 Steps Approach

HSE’s guidance, ‘Successful Health and Safety Management’ (HSG65) - and the BSI’s ‘Guide to Occupational Health and Safety Management Systems’ (BS:8800).

Put simply, the approach advocated in HSG65 says that organisations need to have:

  • a clear policy statement which is communicated to all employees and contractors, setting their safety direction and general objectives, backed by senior management commitment at the highest level;
  • good safety organisation with clear responsibilities and relationships which promote a positive safety culture and the implementation of safety policies by: securing control; encouraging co-operation and effective communication; and ensuring competence of staff at all levels;
  • a planned approach to safety with performance standards for eliminating or controlling risk based on risk assessment and with clearly prioritised and time based targets for implementation;
  • adequate means to measure their safety performance - both actively by monitoring compliance with standards and reactively by investigating the causes of accidents and incidents; and
  • appropriate procedures for reviewing performance against targets, auditing health and safety management processes and feeding back information and experience to further develop policies and improve performance.
