Is there a recommended maximum free fall height for traditional horizontal monkey / hanging bars?

The BS EN 1176-1:2008 allows for a fall of up to three metres, from the top of the bar to the ground. However, this height would not be useful for younger children, so it would be better to reduce this height considerably depending upon the type of user.
