Developing a Risk Management Approach

  • Between 25–30 per cent of the 3,500 fatalities occurring on Britain’s roads annually are work related;
    Car and van drivers who cover 25,000 miles a year as part of their job are at virtually the same risk of being killed at work as coal miners!
  • Employers have moral as well as legal duties to assess these risks and take ‘reasonably practicable measures’ to ensure ‘safe systems of work’ for their drivers.
  • Companies which take action to promote the safety of their staff while driving can reduce accident costs, make efficiency savings, improve their image (a company’s drivers are its ambassadors on the road!) and make a significant contribution to meeting UK road safety targets.

These are just some of the reasons why RoSPA has been campaigning for the last six years for organisations to adopt a proactive risk management approach to reducing the risks connected with ‘at work’ vehicle use, tackling this issue within the framework which they will already have in place for managing health and safety at work.

As a member of the Government’s Work Related Road Safety Task Group, RoSPA has been helping to establish a national strategy on MORR™, including the development of forthcoming HSE guidance for employers on their duties to manage risk on the road under the Health and Safety at Work Act and the Management of Health and Safety at Work Regulations.

The Society has developed a suite of products to help organisations develop a ‘risk management system’ approach to MORR™ and to make specific interventions to improve their fleet safety performance. These are described in summary below:

Managing Risk on the Road
A one-day course aimed at managers and safety professionals.
Accident Investigation Skills
a one-day course to enhance understanding of post crash data collection and analysis, establishment of immediate underlying causes, and recommendations for action.

Driver Development

In-vehicle risk assessment: Assessing driver competence.
Defensive driving courses: Focusing on driver attitudes and teaching the ‘system’ of driving by classroom and in-car tuition.
Minibus Driver Training: Similarly a one-day course for those required to drive minibuses.
Chauffeurs’ Courses: A specialised course focusing on driver skills and security issues.
Assessor’s Course: For those undertaking in-company driver assessment.
Skid Control: Developing vehicle control skills.

RoSPA Road Risk Solutions (RRS)

RoSPA staff are available to talk through organisations’ MORR™ problems and development needs and, where appropriate, to give briefing presentations in-company to key decision makers.

Organisations using RoSPA RRS are also encouraged to become members of RoSPA (both its ‘occupational’ and ‘road safety sections’) and to attend RoSPA events such as occupational road safety congresses.
