Germany
Enquiries from the British Embassy to a number of Trade Associations revealed some links, information and more contacts.
Statistics are collected (in 1999, there were 383 at-work RTAs) and is estimated at 8.4% of the total number of incidents (but don't know scope/definition). Statistics are also held by type of vehicle: 60% of all commercial sector incidents involve a car; 18% lorries; 4% cyclists and motorcyclists. Under the Work Safety law and Accident Prevention regulations, the employer is obliged to ensure the safety and health of his employees. However it is difficult to ascertain the type of workers involved and there is no compulsory safety training for those driving work vehicles.
The German Federation of institutions for statutory accident insurance and prevention (HVBG) (http://www.hvbg.de/) promotes the common interests of the BGs for trade and industry and represents their interests.

The table below shows the number of accidents at work for the years 1998 to 2000 in Germany for the industrial sector. The data compares work related road accidents with other accidents at work.
The BG states that the number of road accidents on the way to or from work or when travelling on behalf of the employing company or institution exceeds the number of occupational accidents in other fields. Together with German Road Safety Council (DVR), the BGs have developed a specific programme for work-related road safety, the BG/DVR programme "Safety on all routes" to reduce the number of accidents on the way to or from work, when travelling on behalf of the employing company or institution as well as the number of occupational accidents in general. The programme offers a "Module system for commuter traffic", of which the companies may choose measures of various complexity to improve road safety. The module system for commuter traffic comprises the following basic elements:
- events (e.g. yearly events, youth events)
- information (e.g. info-packages, internet database)
- training courses (e.g. safety training courses)
- counselling (e.g. concepts for different branches of industry)
Road safety training is a particularly effective road safety measure. Participants have the opportunity to put the knowledge they have gained in the theoretical part of the training directly into practice. The offer includes courses for cars and two-wheel vehicles as well as training programmes for lorry and bus drivers. Numerous BGs bear the entire or part of the costs of this safety training.

- the German Road Safety Council develops a number of target group programmes. "A special emphasis is given to the road accident prevention work at workplaces. Since the 1980s DVR and the Work Accident Insurance Association implement the joint programme "Safety on all roads", which is aimed at employees." DVR is one of the founding members of the European Road Safety Council ETSC.
Note: Awaiting further documents from Germany. Statistics include commuting for work. It has been said their insurance-based system is working well for managing risks.

This report (Page 57) shows a table for fatal accidents (industrial accidents and road accidents) in the years 1997 to 1999.
Haworth et al notes that the German Traffic Safety Council has promoted the establishment of voluntary safety circles in which employees from the company vehicle fleet meet together to discuss critical points and devise solutions under the leadership of an experienced moderator. It also runs a one-day training course in "Safe, Economical and Environmentally Friendly Driving".
