TopStandardising safety - New consultants’ register

Together with other safety organisations, RoSPA has been taking part in discussions chaired by Geoffrey Podger, Chief Executive of the HSE, in order to establish a new registration scheme for health and safety consultants. The move follows observations from the Standardising safetyHouse of Commons Work and Pensions Select Committee which noted that while anyone can establish themselves as a freelance consultant, some are providing their clients with overly complicated or excessively risk-averse advice. The current review of health and safety being undertaken by Lord Young is also expected to examine the need to regulate health and safety consultancy. An early announcement about the scheme is likely to be made next month. Proposals will then be made on the basis of a feasibility study undertaken by IOSH and the CIEH, as well as available evidence from the consultancy market.

Initially, the scheme will target mainstream health and safety consultants working in higher risk settings, such as manufacturing and construction, and those dealing with traditional issues such as risk assessment, management systems and risk control. It will not encompass occupational health or hygiene consultants or those who offer safety consultancy on specialist topics.

The proposed scheme, which will be voluntary and accessible on-line, will aim to enhance employers’ confidence by highlighting individuals who are competent at providing appropriate safety advice. A more detailed announcement about the scheme will be made when admission criteria and operational details have been ascertained. Entrance to the register will primarily be restricted to chartered members of IOSH and CIEH and to fellows of IIRSM. Click here to learn more about RoSPA’s own consultancy options.

Since its inception in February 2009, RoSPA’s Safe at Home scheme has helped more than 130,000 families by fitting safety equipment and performing safety checks in homes across England. The innovative project aims to reduce accident rates among under-fives through delivering support Safe at Homefor families in the 141 areas of England with the highest accident rates. RoSPA was selected to run Safe At Home by the former Department for Children, Schools and Families (now the Department for Education).

As a result of the project, thousands of people have benefitted from free safety “kits”, which include vital information and equipment, such as safety guards, fireguards and window restrictors. In addition to distributing safety apparatus, Safe At Home also provides front line support to as many families as possible with children under five. A website has also been developed and a DVD has been produced, which is available to view on the website and at local children’s centres. Safe At Home has also produced a height chart, available to families free of charge.

Home SafetyIn the long-term, Safe at Home hopes to increase the strength and resources of local communities and encourage the development of permanent and sustainable safety projects. Sheila Merrill, RoSPA’s home safety manager for England, said: “It’s great to see that so many families have been positively affected by the Safe at Home scheme, which continues to go from strength to strength. The scheme has now trained 3,677 local staff to go into homes and educate parents.”
