Statement: RoSPA rejects cycling registration scheme


On the BBC Radio 4’s Today programme (14.06.2016) it was wrongly alleged - in RoSPA’s view - that many pedestrians are injured by cyclists riding on pavements and ignoring the Highway Code.
RoSPA’s analysis of NHS data shows that cyclists are not causing the huge number of pedestrian injuries that has been suggested. NHS hospital admissions data gives a good picture of the relative numbers of various causes of serious accidental injuries.
The total number of hospital admissions in England in 2018/19 that was due to unintentional (accidental injuries) was 797,423. Of these, there were 413 pedestrian injuries caused by cyclists, or 0.05% of the total number of accidental injuries.
In contrast, twenty one times more pedestrians were injured by other vehicles (8,864) and seven times more cyclists were injured by other vehicles (2,844) than the 413 pedestrians who were injured by cyclists.
Cyclists are likely to be more severely injured when hit by vehicles than when they collide with pedestrians, because the energy involved is far greater. They should therefore be viewed as vulnerable road users who are far more likely to be victims rather than perpetrators.
RoSPA’s position is that cycling is a crucial part of a mix of modern active travel solutions that include walking, running and using e-scooters. As a Society, we are struggling with rising levels of obesity, air pollution from vehicle emissions and congested roads. Active travel offers a healthy, low-cost and environmentally-friendly alternative for our towns and cities. We need to encourage as many people as possible to include active travel within their everyday journeys.

We should not be discouraging them by introducing unnecessary legislation, regulation or registration.
