Drawing on global case studies, she highlights the power of raising organizational and supply chain standards through recognition and celebration. Becky’s message is simple but profound: by nurturing a culture of safety beyond the workplace, organizations can spark deeper engagement and inspire lasting behavioural change—laying the foundation for a safer, more sustainable future for all.

From Compliance to Commitment: The Evolution of HSE Leadership in the GCC

Dr Waddah S Ghanem Al Hashmi

Dr Waddah is considered one of the authorities on Environment/Sustainability, Health and Safety as well as Governance and Leadership. 

He has received several awards in his career, most notably, the Rashid Prize for Scholarship Excellence in 2007 (Dubai), and the IEMA Sustainability Leader of the Year (UK) in 2019. He is a visiting lecturer/professor for several universities based in the UAE, India and Malaysia.

He is the Hon. Charmain for the Energy Institute Middle East and served as a Council member in the Energy Institute’s Board (2019-2022). He is also the Vice-Chairman of the Oil Companies International Marine Forum (OCIMF) and served as a vice chairman at the Dubai Centre for Carbon Excellence (DCCE) from 2010-2019. He is currently appointed as a Senior Director for Logistics and Marine Assurance and served in the past as Senior Director for Sustainability, Operational and Business Excellence and Executive Director EHS & Corporate Affairs for the ENOC Group in Dubai, UAE.

Working closely with leaders, Dr Waddah brings practical leadership ideas, yet with a deep understanding from many years of being an HSE Director in the Energy Sector. His work with boards and his expertise as a global authority on Governance and Leadership in HSE and High Reliability Organizations is appreciated around the world.

Mr Eugene Mayne, Founder and Group CEO (Tristar)

Eugene Mayne is the Founder & Chief Executive Officer of Tristar Group, UAE. He founded Tristar in 1998 and under his leadership the group and its entities have grown to become Middle East’s largest privately-owned energy logistics solutions provider with operations in more than 30 countries spread across the Middle East, Africa, Asia, the Pacific, Americas, and Europe. He has been listed among the Top 25 most influential logistics executives in the Middle East for seven consecutive years by the ITP Media Group. 

He has received several recognitions such as the ‘IOD Distinguished Fellow 2023’ by the Institute of Directors (IOD), India, Maritime Personality of the Year at the ShipTek International Awards 2021, Lifetime Achievement Award at the Seatrade Maritime Awards Middle East, Indian Subcontinent & Africa 2020, and the RoSPA Influencer Award at the RoSPA Health & Safety Awards 2020. In December 2024, Mayne was included in the list of 53 individuals who have contributed to the UAE's progress by Khaleej Times.

Mayne is a Board member of the local UAE network of the UN Global Compact and the Indian Business & Professional Council (IBPC) Dubai.

Mr Mohamed Khalil Alsaeed, Director Safety, Health, Fire and Security (ALBA)

Since joining Alba in 1997, Mr. Mohamed Khalil Alsaeed has played an instrumental role in developing the organisation's standards, operating procedures and training programmes relevant to safety, health and environment. He is currently a major articulator in driving huge organizational initiatives endeavored towards environment and sustainability, focused on the use of renewable energy, industrial waste management and GHG emission capture projects.

Panel Discussion | Protecting your fleet drivers : How investing in safe driving standards reduces occupational road risk

Chair: Penny Brooks, Driver Qualifications Portfolio Manager (RoSPA)

Penny has been involved with learning and development in the field of driver training for 18 years. Her interest began when she qualified as a DVSA Approved Driving Instructor in 2003, quickly moving on the fleet training world and then into the design, delivery and assessment of driver training programmes which has taken her overseas to work with drivers and trainers outside the UK.

Dr David Marsh, PDO RSB Contract Manager (Dareen Global)

Dr. David Marsh is a road safety professional with over 25 years of experience. His career has evolved from hands-on driver instruction across all vehicle types to leadership roles in fleet training, behavioural-based driver education, trainer development, and project management.

Dee Arp, Chief Quality Officer, (NEBOSH)

Dee Arp is a Chartered Safety and Health Practitioner of IOSH and a Fellow of the Chartered Institute of Educational Assessors. Dee became a qualified health and safety practitioner 25 years ago whilst working at RoSPA, where she developed and taught a wide range of courses and helped several boards to implement safety governance.  As NEBOSH’s Chief Quality Officer, Dee has responsibility for providing leadership on qualification development and assessment and on all compliance matters.
 
Dee is President of INSHPO, a RoSPA Ambassador, a OneWiSH mentor and is a judge on several Industry Awards including the RoSPA Health and Safety Awards, the IIRSM Risk Excellence Awards and the SHE Excellence Awards.
